New York City Mayor Zohran Mamdani has directed the NYPD to review its use-of-force policies and practices for the first time in a decade. The review, announced Monday, will take place over the coming months and seek community input.
The move follows the 2024 fatal police shooting of Win Rozario, 19, at his Queens home during a response to a mental health crisis. Body-camera video showed him lunging at officers with scissors; they used Tasers before firing their guns.
On Thursday, an officer facing disciplinary charges in the case retired with a disability pension, avoiding a misconduct trial. The NYPD said a civilian staff member should have alerted the police oversight board in time to put the retirement on hold pending trial.
Mamdani also announced plans for a notification system aimed at completing disciplinary proceedings before officers retire, and for more consistent information to families and the public after critical incidents. Police Benevolent Association president Patrick Hendry said any use-of-force review should also examine the Civilian Complaint Review Board.
