The Trump administration has suspended Microsoft, Adobe and six IT services companies from the Permanent Labor Certification program, known as PERM. Vice President JD Vance announced the action at a Thursday morning press conference.
The other companies affected are Tata Consultancy Services, Infosys, Wipro, HCLTech, Cognizant and Capgemini. PERM is not a visa: it is a Labor Department certification employers generally need before sponsoring a foreign worker for an employment-based green card. The action does not suspend H-1B visas.
Vance accused some companies of using foreign workers to undercut Americans and singled out Microsoft. Microsoft disputed his accusation, saying most of its H-1B applications in the last fiscal year involved existing employees rather than new hires. The dispute has renewed debate over whether tighter skilled-immigration rules protect U.S. workers or harm businesses.
