The Seattle City Council is scheduled to vote Tuesday on a proposal that would change street-parking rules for motorhomes and travel trailers while directing $5 million in existing city funds toward services for people living in vehicles.

Councilmember Dan Strauss introduced the six-part Vehicle Resident Assistance Program in August. It would expand outreach, provide vehicle storage for people entering shelter or housing, and offer permits to eligible residents who engage with services and meet other requirements. Permit holders could remain in their vehicles while awaiting suitable shelter or housing.

Without a permit, motorhomes and travel trailers would be limited to two hours of street parking. Starting April 30, 2027, the proposal would also bar them from city streets and alleys between midnight and 6 a.m., unless an exception applies. Vehicles in violation could be impounded without prior notice.

Some advocates support more safe parking and housing services but worry the restrictions could leave people with nowhere to go. Nearby business owners have raised questions about enforcement.
