Miguel Parra-Hernandez, 48, suffered serious hip and leg injuries when an Immigration and Customs Enforcement SUV struck him in Houston on Saturday.
ICE said officers were pursuing Jose Mendoza-Cervantes, not Parra-Hernandez, during a vehicle stop. His lawyer, Kim Bruno, said Parra-Hernandez and a person he had picked up for work did not know Mendoza-Cervantes, whom agents were allegedly pursuing.
ICE said Parra-Hernandez ran in front of its vehicle. Bruno said he fled because he did not know who was inside the dark-coloured SUV, which she said had no siren or flashing lights. Footage aired locally appears to show an unmarked SUV following him and veering towards him in a shopping centre car park.
Bruno and immigrant advocate Cesar Espinosa said on Monday that Parra-Hernandez remained in ICE custody and faced further surgery and weeks of recovery.
