Fort Bend County Tax Assessor-Collector Carmen Turner and two employees, Shemerrylyn Fields and Victor Ewing, have been federally indicted on charges involving alleged wire fraud and theft.
Federal prosecutors allege Turner arranged county positions for three people while knowing they held other full-time jobs. Court records indicate Turner appeared to hire Fields and another person as deputy tax clerks, though prosecutors say they cared for Turner’s mother during their scheduled county hours.
Turner is also accused of hiring Ewing as a department coordinator in late 2023. He resigned in early 2024, according to prosecutors, who allege he worked full-time at Chicago O’Hare International Airport while on the county payroll.
