Stuart Moulder has sued San Francisco, alleging that inadequate security contributed to the killing of his husband, social worker Alberto Rangel, at San Francisco General Hospital.
Rangel, 51, worked at the hospital’s HIV clinic. He was killed on Dec. 4, 2025. Patient Wilfredo Tortolero-Arriechi faces a murder charge in connection with the stabbing.
The lawsuit accuses city officials of negligence, breach of mandatory duties and maintaining dangerous conditions. It alleges that the hospital lacked security measures that had previously been requested. An internal San Francisco Department of Public Health audit found that staff at two clinics had reported concerns about Tortolero-Arriechi in the weeks before Rangel’s death, including what they saw as a violent fixation on his physician.
Moulder’s lawsuit calls for a jury trial. City attorney’s office spokesperson Jen Kwart said the office would review the case and respond in court.
