Texas lawmakers are examining Aqua Texas water rate increases after hundreds of customers complained about steep bills. State Rep. Gary Gates said he is working with Rep. Cody Harris to review the rules that permitted the increases and whether those rules should change.
Customers say their bills have doubled or tripled. Complaints include those from residents of the Lakes of Mission Grove subdivision in Richmond. Gates also wants to determine whether Aqua Texas adequately planned and invested in its infrastructure before seeking higher rates.
The Public Utility Commission of Texas approved interim rates for Aqua Texas in March 2026. The new structure uses consumption-based tiers for water charges and changes wastewater billing. Aqua Texas told the commission its infrastructure work includes replacing water mains, drilling wells, building treatment plants and upgrading storage tanks.
